3 lane interstates

On a recent trip to the great state of Florida, traveling interstate 75, I was amazed the number of idiots that intentionaly drove in the middle lane.

I understand there are times that this behavior can be approprate, as when you are the only car on the road, and pot-holes fill the slow lane. Maybe then.
Otherwise,”keep right except to pass!” and “slower traffic use right lane!”

How hard is that?
